      Description

      Recent changes to how FGCM and jointcal calibrations are persisted break the way we apply external calibrations in `faro`. Update the relevant code in `faro` to enable external calibration.

      This has been updated for matched visit metrics. Now implement it for tract-level measurement tasks.

            Jeffrey Carlin check if we need this. The ext. caibrationsa re only used for the source catalogs and not applied to the coadds in tracts.

            External calibrations are not needed for the tract-level measurements, which are performed on forced-source catalogs from the coadds.
