Update docstrings in ts_wep to automatically appear in online documentation

      Description

      The class docstrings in ts_wep do not currently follow the correct format. These need to in the class level instead of inside the _init_ method. They also need to be expanded to improve the class descriptions.

          This was something Tiago suggested a while ago but I didn't have it as a high priority so I haven't done any work on it. But I can spend a couple days and just get it done sometime this month so that we have better documentation for summit work.
