Define a verbose log level for daf_butler

      Description

      There are times when you want to be able to show some more detailed log information without swamping the user with debugging detail. The movation is described in RFC-245.

      For butler (and butler-centered packages such as ctrl_mpexec) define a VERBOSE constant and register the log level. Then allow butler code to call log.log(VERBOSE, "message").

      The Python logging package suggests this approach rather than monkey patching or creating a subclass for log.verbose().

            Andy Salnikov this is a trivial ticket to register a VERBOSE log level with python logging and allow the command line to use it.

            I added one message as an example but I am not going to go through log messages reallocating them on this ticket.
