      Setup a skeleton CSC for ASC, including existing model and standard tests.

          I've converted my old "ASC" class that I used last march for acceptance testing, into a salobj configurableCsc, added basic tests and state handling, and updated the config schema. Most of the methods are stubs and some of the existing methods will probably be rewritten, but I'm keeping them in for now so that we can reproduce last year's tests later this summer with the newer versions of the vendor software.
