      LSST documentation standards: https://confluence.lsstcorp.org/display/LDMDG/Documentation+Standards#DocumentationStandards-RequiredDocumentationStyle
      is different from the previous standards used by Qserv (i.e. /// text).

      We should convert everything to LSST documentation standards.
