      Beginnings of HiPs maps:
       
      Improvements to photometric calibration

      • Start on implementation of compensated aperture fluxes
      • Extend FGCM to support camera rotations needed for LSSTCam

          At the close of this epic, HealSparse property maps are now built as start of standard processing, and many improvements have been made to fgcmcal, in particular about gen2/gen3 parity. For HiPS image making, I made what I believe is the first python implementation of making HPX WCS headers suitable for HiPS images, and the first implementation outside of Aladdin hipsgen. Building HiPS images in a pipeline now only needs the butler to be healpix-aware.
