Add capability in faro to compare with reference catalogs

      Description

      For many science performance metrics, we need to be able to compare with reference catalogs. Add the capability to compare with reference catalogs in faro. This should be done for both per-visit/detector source catalog metrics and per-patch/tract object catalog metrics.

            Includes ability to select reference catalog specific to a measurement task in configuration, optionally apply proper motions, and color terms, and load all the columns from the reference catalog.

            Did a rebase to squash some of the commits and ran Jenkins one more time before merging.
