Allow lsstsw to install environments based on eups tags

      Description

      If an eups tag is provided, have lsstsw/bin/deploy create an environment using the exact conda packages used when that tag was originally built. This allows reproducibility of builds for developers and for releases.

      Also modify ci-scripts to use this functionality when an eups tag is provided.
