healSparseMappingProperties crashes when a patch has no coverage in inner region

      Description

      In processing a bunch of DC2 data, James Chiang reported a crash in healSparseMapping.py. This crash happens when a given patch has some coverage, but none of the coverage is in the "inner" (unique) sky polygon, and then this goes on to trigger a bug in healsparse: https://github.com/LSSTDESC/healsparse/issues/110

      It is an easy fix to check if there is no coverage in a given inner sky polygon and return an empty map.
