Name eups path after rubin-env version rather than exact tag

      Description

      Unfortunately, naming eups stacks made with exact conda environments after their corresponding eups tags causes problems with downstream environment use and with eups publication.  Use the rubin-env version, as was done previously.

          I extract the rubin-env version from conda to use in the EUPS_PATH.
