conda needs --strict-channel-priority to get proper compilers

      Description

      Recent conda compiler changes have apparently triggered an anaconda bug, as reported by Matthew Becker in https://lsstc.slack.com/archives/C2K9RHYTV/p1627588076166900

      The fix is to add --strict-channel-priority to the creation of the conda environment.

          One-liner.

          I'm pretty sure this would need to be back-ported to tagged versions. I'm hoping to finesse that by finishing lsstinstall and having master of that always be usable for installing any (conda-based) Science Pipelines version, past or present.
