      Description

      Learn Butler subcommand and click command line system, in preparation for DM-29543. Split out Gen 2 refcat ingest into a base class and refactor the commands that call the Butler to be more generic.

            The subcommand/click approach ended up not being viable, but I did separate the gen2 refcat ingest code into a base class (not worth separating out in git) to support shared gen2/gen3 code. Tim Jenness and I met and planned out the new approach, to do a `convert` and then use `ingest-files` on the resulting output.
