Output MT rotator motor current and bus voltage (when available)

      Description

      At some point the low-level MT rotator will start publishing motor current and bus voltage (one voltage for 2 motors). Once the data becomes available, change ts_xml and update the CSC to read and publish it as part of the motors telemetry topic.

            We know enough to change ts_xml, but the data is not yet arriving so I cannot update the CSC.

            I tagged ts_mtrotator as v0.25.0.alpha.1, This code is intentionally not on the main branch because it uses a prerelease version of the low-level controller, while the main branch continues to support the older released low-level controller. When we are ready to upgrade the low-level controller we will rebase and merge to the main branch.
