Deploy ESS sensors CSC at the summit for MTDome and ATDome and fix errors

      Description

      The RPi's in MTDome and ATDome are up and running and can be used for collecting sensor data. This ticket is for taking care of that.

          • Config files for ts_config_ocs need to be created for the different RPi's and the sensors connected to them.
          • A confluence page needs to be created to keep track of what ESS CSC index is used for which RPi.
            • use 1 to 99 to indicate general observatory
            • use 100 to 199 to indicate MT
            • use 200 to 299 to indicate AT
          • A docker container needs to be created in which ts_ess_controller gets deployed.
          • ts_cycle_build needs to be updated such that it supports ts_ess_csc
          • The ESS CSC needs to run in a different DDS domain!!!

          A couple comments:

          1 - I would recommend the labels and configuration file names to be snake_case instead of camelCase.

          2 - We need to add an interface to the ESS that will allow us to specify the location of the sensors. I'd recommend creating a new ticket to design and implement this interface.
