Based on the results of DM-31281, create scripts for each ap_verify dataset that can regenerate the master calibs to be used for that dataset's templates (following the model of DM-32388). Then, write a "definitive" version of ApTemplate.yaml for building good-seeing templates from a pile of raw science images for any given instrument, and double check the default skymap choices will work for us. Actual ingestion into the ap_verify dataset will be covered on DM-29857.

Currently, ApTemplate.yaml has instrument-specific but not dataset-specific overrides; investigate whether we need the latter at all. As for DM-32388, demonstrating that we can regenerate templates for the HiTS datasets in an automatable fashion is a sufficient condition for closing this issue.
