MTRotator and MTHexapod: fix frame IDs for config and telemetry packets from the low-level controller

      Description

      When Te-Wei Tsai updated the low-level telemetry and configuration message to match the data sent to the EUI he also changed the frame IDs for those messages. Update ts_mtrotator and ts_mthexapod accordingly.

      For both the hexapods and the rotator the new frame IDs are: 0 for telemetry data, 2 for configuration data. This is a nice improvement for the hexapod, since formerly the two hexapods had different pairs of frame IDs.

          I tagged v0.16.1 of ts_mtrotator and merged the other two pull requests to develop.

          Release of ts_mtrotator v0.17.0 awaits ts_xml 10.0: DM-31449
          Release of ts_mthexapod v0.20.0 could be done at any time, but I hope to wait until it can be tested with the low-level controller.
