The code generator in ts_sal presently requires an events.xml file (or at least it requires one of the xml files) even if the SAL component only uses generic topics. Please update the generator to accept no component-specific XML files.

This is a low priority, but it is more important than it once was now that we actually have a few SAL components that only use generic topics.

As part of this ticket please update make_idl_files an make_salpy_files to stop generating a dummy event XML file if it does not find any component-specific XML files. I am happy to do that part of the work.
