TAP Datalink insert service descriptors based on columns returned

      Description

      Rewrite the tablewriter to look at the columns returned, and if certain columns exist, to inject the XML for the datalink service there.  We'll need to override some things that weren't set in the CADC way, although some of the other things (like column ID) are handled in the current way.

          Got the basics working on the branch, now just need to get the deployment and linkages to sdm_schemas to work.  Will do that in another ticket to close this one.
