      Description

      We saw an increase in the number unassociated DiaObjects for both HSC and DECam on September 26: https://chronograf-demo.lsst.codes/sources/2/dashboards/7?refresh=Paused&tempVars%5BDataset%5D=ap_verify_ci_hits2015&tempVars%5Bvisit%5D=411371&tempVars%5Bccd%5D=56&tempVars%5BButler%5D=Gen3&lower=now%28%29%20-%2030d

      The only relevant commit on the 25th was DM-30465, which is the likely culprit. Find the cause and verify that we can recover the previous results. If the changed behavior turns out to be desirable, file a new ticket to make the changed behavior intentional.
