Add configuration option to set coverage nside for survey-wide HealSparsePropertyMaps

      Description

      The current consolidation of HealSparsePropertyMaps uses the coverage pixel size that is appropriate for the individual tracts (for efficient storage of the small maps) but the survey-wide maps may want a different (larger) coverage pixel size. This configuration option should be added, and default to coverage_nside=32 which is a good compromise for high res maps that cover 1000+ deg2.

          This will improve DP0.2 by making the final survey-wide healsparse property maps a little bit smaller and also somewhat faster to read and use. The only effect on the processing prior to the final outputs will be the suppression of some expected warnings.
