Include reference magnitude errors in PhotoCal

    Description

      PhotoCal task currently ignores the uncertainties on reference sources, which can lead to problems when the reference and measured catalogs have relatively little overlap or otherwise disagree on how trustworthy a source is.

            jbosch, ebellm, yusra — the DM-CCB of 2019-04-17 asked me to remind you about this ticket, since it has been on the backlog and untouched for a long time.

            Our high-level planning to date does not currently include a substantial working of single-frame photometric calibration. Should it? If not, should we simply shut these old tickets (this, DM-2308, etc) down until they are shown to be tall poles?

            I don't care if they're shut down or just left on the backlog.  I don't think we need anything substantial - those two tickets are at some level duplicates, and I don't think there'd be more to any epic fixing this system than those.  But they're also not tall poles for me right now, unless DC2 has made them such (yusra and erykoff are probably the people who would know whether that's the case).

            DESC DC2 has a perfect reference catalog, basically no errors (well, they're all the same and ~1mmag I believe). So this definitely is not an issue for DC2.

            Per discussion at DM-CCB and following comments above, we'll hold this ticket open, but don't expect to schedule effort on it until it's shown to be a tall pole.

            Improving our single frame photometry is something that AP does want, but I don't know if this specific problem is a serious one in that regard.
