Ensure that real-time log changes are upstreamed to pilot v3

      Description

      The pilot changes developed in DM-31381 need to be integrated into the main pilot codebase. They have requested this be done as part of the upcoming v3 release of pilot.

      Create pull request against v3 and deal with any requested changes.

            Hi,

            I made a pull request: https://github.com/PalNilsson/pilot3/pull/4, still waiting for Paul's approval to merge. And I just committed the recent changes on the jobInfo updating for new jobs on one same worker node, and the fix to the graceful stop in case of reaching the maximum getjob failures.

            Shuwei Ye it looks like this was applied to the new pilot release so I think we can close this ticket.

            If we haven't already got one we will need a ticket for deploying the version of pilot that has this version integrated.
