      Description

      Update ts_salobj BaseCsc to publish the simulationMode event, presumably in the constructor.

      Look through CSC packages to see which ones are publishing the event and file a ticket to remove that code once a version of salobj with this fix is in use.

          BaseCsc is already publishing this event. All salobj-based CSCs should publish it.
