Unify calib collections at NCSA and summit

      Description

      Make calib collections same, and always keep the name the same so that LATISS_DEFAULT_COLLECTIONS isn't location dependent.

            Christopher Waters am I right in thinking that this was done already on a different ticket? Or does one of the locations still need things chaining into LATISS/calib?

            Yes, DM-32742 solved this.  LATISS/calib should now contain an identical set of calibration at both NCSA and the summit, and that is now a chained collection allowing future management to be much easier.

            I'm going to set this to invalid, and make sure that ticket is linked.
