Ensure that <DESCRIPTION> tags are propagated by TAP's DataLink service descriptor support

      Description

      The <DESCRIPTION> element from the <RESOURCE> for DataLink service descriptors is not being propagated from the original definition of the service descriptor in sdm_schemas to the actual TAP query results.

      This description is used to provide a short title for service descriptors in the Portal to enable users to distinguish between multiple services.

          I see https://github.com/opencadc/dal/pull/70/files - I gather this means that the XML snippets that we provide for service descriptors through the `sdm_schemas` mechanism are actually parsed into in-memory objects before being written back out by the TAP service in VOTable output?
