Sphinx technote template: lists not rendered in current Sphinx release

      Description

      With the current documenteer/sphinx releases, unordered lists are not longer being rendered correctly in our Sphinx-based technotes. This seems to be because some CSS in the base Sphinx template has changed and is no longer styling "bullet" lists automatically. The solution to this is to update the CSS is our template: https://github.com/lsst-sqre/lsst_dd_rtd_theme

          Although I'm not exactly sure why the technote theme CSS began to change, the fix was to add extra CSS to lsst-dd-rtd-theme that styled the list CSS. I released this as lsst-dd-rtd-theme 0.2.4, and then also released documenteer 0.5.9 to pick up this dependency update.
