      Description

Compiling for Linux on arm64 requires to complete the list of conda port, mostly lsst managed:

      • minuit2=6
         - healpy
         - treecorr=4
         - eups
         - wcslib=7
         - lsst-documenteer-technote
         - lsst-documenteer-pipelines
         - xpa=2
         - esutil
         - ndarray=1
         - galsim=2.2
         - dustmaps
         - lsstdesc.coord
         - starlink-ast=9
This is more or less similar to the initial macox-arm54 port

`linux-aarch64` is now available in the `rubinenv 2.0.0dev`. Above packages are available as well.
Now this gets into failing tests territory.

I put 10 story points down only because I saw on the ticket history that you had labeled it 10 SPs in the past, but then removed the SPs. It can't be 0 and "done." Feel free to update to a different number if you feel that 10 isn't right
