The MT Rotator low-level controller should report configuration every time the CSC connects to it. Likewise for the EUI.

It appears that it may only do this once, not every time the CSC (or EUI?) reconnects.

(For the CSC an alternative is to add a "report config" command, though that will require an update to the CSC).
