      Description

      Qserv's documentation build runs through GitHub Actions, but it's also containerized and probably following some extraneous details for a pipelines.lsst.io package. Fritz asked in the dm-docs-support channel for how to simplify the Qserv documentation build so that it's more maintainable and also easier for developers to run: https://lsstc.slack.com/archives/C2B6DQBAL/p1636525518061200

      The purpose of this ticket is to cover the effort needed in helping out the Qserv team with this request.

          I was able to get the Qserv doc build set up quite quickly since the docs are fairly straightforward. PR is at: https://github.com/lsst/qserv/pull/658
