Add persistable class for constant PSFs

      Description

      Currently the only way to define a constant Psf is via KernelPsf and FixedKernel; this is a kludgy way to do something important, and it doesn't produce an object that can be saved to Exposure FITS files, leading to problems like DM-32588.

      We should have a dedicated class for constant PSFs, and we should make sure it is persistable.

            Two clarifications, please:

            • What is a "constant Psf"? Is this a Psf that is not spatially varying, one that's immutable, ...?
            • Why can't KernelPsf and FixedKernel be persisted? It seems like we would want to fix that regardless of whether we create a new class.

            Not spatially varying is what I meant. I'm not opposed to making KernelPsf and FixedKernel persistable, and that plus a factory function for making constant PSFs using those would be an acceptable resolution to this ticket.
