skyCorr backgrounds are not get applied during gen3 makeWarp

      Description

      Investigation on  DM-30284 revealed that the skyCorr isn't getting applied because the view to the maskedImage gets overwritten by photocalib. DM-30284 evolved to also include all the sorting required to isolate this bug. 

      Lauren has a PR she's tested already: https://github.com/lsst/pipe_tasks/pull/599

      but we want to fast track this change to get into w50.

      Assigning to Eli since he'll understand if the ordering makes sense.

            I’m not in a position to test this, but the change looks good to me.  I suppose as long as ci_hsc_gen3 is happy, this is safe to merge.
