SALPY is broken for me.

      Description

      I cannot generate SALPY for the Script or Test components using:

      • ts_xml 10.1 and ts_sal 6.0
      • ts_xml aa297a4 (develop as of Dec 9, though I'm pretty sure 10.1 would be the same) and ts_sal deef9872 (develop as of Dec 13).
      • I have attached the command-line log for the latter for Script.

      I am guessing this is a configuration problem but I don't know how to resolve it.

            Looks like a miniconda environment problem....Tiago Ribeiro

            has the version of OpenSplice 6.9 built against miniconda

            It turns out that my version of lsstts/develop-env:develop was too old. Updating fixed the problem.
