After conversations with AOS team and advice from DM team members the GenerateDonutCatalogOnlineTask should not be a pipeline task and should be refactored as a general task. Both GenerateDonutCatalog...Tasks will need changes to make sure we only run on pieces of the reference catalog we want so that they can run quickly.
