      Description

      Be a bit careful about deploying on top of an existing deployment, but otherwise similarly use mamba to create the environment. This will help stack-os-matrix and the "clean build" jobs as well as developers.

          The fix to activate the base environment may not have been necessary, but the fix to make sure conda-meta/history is present was needed.
