Increase pipeline task default timeout value

      Description

      The current default PipelineTask timeout value is 9999s. This is relatively short, catching some users unawares and causing confusion. In Gen2, this default value was modified to 3600*24*60. This ticket brings the CmdLineFwk class in line with that earlier decision.
