The Jenkins build-stack pipeline has had several failures recently that appear to be due to insufficient wait time after the binary tarballs are published to eups.lsst.codes. Files are not found or are possibly incomplete when they're retrieved.

Extend the 15 minute wait-for-sync to ensure that the AWS-to-GCP replication has fully taken place.
