      Description

      Port the HSC MPI driver of multi-band coadd processing, multiBand.py, from hscPipe to a new LSST package (the same as in DM-3368).

            Note the refactoring in DM-4850 may make this task easier (or, at least, cause the LSST codebase to be a better match to HSC.)

            As a note, I have successfully run this, and have compared runs with and without this package. The results show identical output catalogs.
