Apparent issue in efd_client when unpacking packed arrays

      Description

      We see time drifts between packed and unpacked data that has been attributed to issues inside the cRIO. However, we think there is also a bug in the efd_client.

      Attached is a notebook detailing the issue. Essentially the index times after unpacking do not match what is expected.

            I think I saw Andy Clements and Tiago Ribeiro talking about the bad astropy version on Slack a while back.

            Tiago says, "yes.. we are set to upgrade soon.. there was a dependency problem we solved recently". After the upgrade I'll re-test to make sure that fixes the problem.

            I confirmed that the 8 second discrepancy between the summit and NCSA is now fixed. See the attached TAI_Check_04May22.png
