End-to-end tests had to be disabled on CentOS due to absurd (1800+ seconds) build times. Either establish what the problem was and fix it (this is seen in both Jenkins and in summit builds, when they still ran the tests via sconsUtils, but not on lsst-devl when running via sconsUtils) or replace with some smaller unit-like tests.
