      Description

      Rewrite ts_ATWhiteLightSource to use a LabJack. I'm afraid I have no idea how long this will take, nor how to split it into smaller pieces – beyond writing the code and then testing it.

            I have also overhauled the XML interface, renamed the package ts_atwhitelight (to better match the SAL component name) and thus the package namespace to lsst.ts.atwhitelight.

            We have performed some testing with real hardware and the CSC so far everything seems to work. I would have preferred to do more testing before putting this into review, but the chiller is being repaired and it will take at least a month to get it back. Any additional work will be done on a new ticket.
