      Description

      Update ts_salobj to stop sending CMD_ACK implementing RFC-831 in salobj.

      Make sure salobj will still accept CMD_ACK. Primarily the changes are:

      • Change ControllerCommand to stop sending an ackcmd with CMD_ACK
      • Change two unit tests to stop expecting CMD_ACK
