Clean up validation test dataset section of dev guide

      Description

      In DM-28352 I removed validate_drp from lsst_distrib. We still mention validate_drp in https://developer.lsst.io/services/software.html?highlight=validate_drp#validation-test-data-sets but I don't know what it should stay instead and more of that section might be out of date as well.

      Please tidy it up. I'm not sure who knows what should be there since it seems like it was initially set up by NCSA.

            I think the rest of the section is still valid; as far as I know those git pull commands are still running in cron. Some of the data repos may not be needed anymore, but that's a different issue.

            The ci_hsc one is wrong – should be testdata_ci_hsc. That's what got me wondering about the validation_data_x packages as well.
