ts_wep `test_estimateZernikesLatissTask.py` test is  failing due to permission issues at `/repo/main`. It passed on Jenkins because the `skipif` condition checked for presence of `/repo/main`, not writeability. Need to make the test more robust so that  it can run for any user on NCSA with an access to `/repo/main`
