Description

ip_isr doesn't have any useful documentation on pipelines.lsst.io. There is also old documentation that is not in our current format. This ticket will fix both of these issues.

Adding additional non-API documentation would be useful as well.

Please take as much time as needed for this review. It's definitely low priority but has been essentially done for at least a month, and is constantly needing rebasing to pick up changes on main.
