      Description

      Please update ts_sal to eliminate the priority field in SAL topics. This implements RFC-848.

      Please consider making the priority field optional in the functions that write events. Another option is to eliminate it and force code that uses ts_sal to be updated.

      The desired schedule is to include this change and RFC-849 in cycle 26.
