      Description

      Per RFC-847 we want to add felis as a dependency of lsst_distrib. felis depends on PyLD, so we need it in rubin-env. PyLD exists on conda-forge, it is a small Python-only package, but I think it also depends on lxml with is ~17 MB installed.

            I was also thinking that if the size of lxml is an issue we can try to move felis parts that depend on PyLD to a separate package (e.g. felis-cli), and keep pyld-free things in felis.

            I think the plan is to combine the rubin-env change with the changes that are to be part of v4.0.0 (DM-34610) or do you need this to happen urgently?
