Documenteer: Add roles for SITCOMTN, etc documents

      Description

      In Documenteer we have reStructuredText roles like sqr and dmtn for linking to technotes and other documents by their handle. We have a request to add roles for the rest of the document series, including sitcomtn.

          Released in Documenteer 0.6.11: https://github.com/lsst-sqre/documenteer/releases/tag/0.6.11

          In addition to adding the new roles, also made technote linking roles link directly to lsst.io rather than going through ls.st.

          Also added type annotations to this sphinx extension in documenteer and experimented with new Python type annotations support in Sphinx API reference documentation, which I plan to expand into a more serious investigation.
