Description

The obs package config overrides for our common obs packages include many extra plugins in CharacterizeImageTask that are not generally necessary or that are repeated in CalibrateTask. This list includes everything in items 1-3 in RFC-857. Remove all of those plugins and their associated config settings from all of the config/characterizeImage.py files in our supported obs packages.

This ticket is part of the implementation of RFC-857.
