Convert packages from namespace type to explictly extend paths

      Description

      VSCode/pylance is being difficult about finding imports, and it turns out that adding the old-style _init_.py files fixes this problem. It doesn't really have a downside, so add these back so that coding is easier.

          I took out the change to the main, actually functional _init_.py files, so now it's just these two extend-the-namespace files in the inbetween bits.
