      Description

      When a ConfigurableActionStructField is empty it it is not being serialized out, which leaves an opportunity for state to not be persisted.

            As mentioned on the PR, my "test" has passed ci_hsc (see DM-34908 for details), so as far as I'm concerned, the fix is in!
